How the Planetary Senate works

The Planetary Senate is the legislative branch of the United Planetary Federation, located on ___________. Its primary duties are to mediate any disputes between star systems, worlds and cultures, to regulate trade between systems, to protect and care for citizens in need and to provide mutual defense in face of threats to the Federation. Each planet has a right to one Planetary Senator and one Associate Senatorial Representative, the latter of whom shall replace the Senator should he or she be absent.
