How will wars be fought, what is a suitable war, etc

Though its supposed to be out of the box and this is an odd term, realism needs to be understood to be in effect too, it's like NASCAR's Boys have at it, You wanna do it to yourself? Ok, you wanna endanger the pit crew and the fan's lives? uh, nuuh, that ain't gonna fly, that make sense? Basically, That God-Modding thing kinda, you can't have 10,000,000,000,000... (and so it goes) nukes and say. "I have ten blehbillion nukes and I nuke your half of the galaxy with them" Basically we have to do "unrealistic realism" like fight conventional war with unconventional methods....

Basicly no problem, just no godmoddiing, period. and 999,999,999,999 wont cut for a reasonable amount of nukes.

I think the issues of protection should be the responsibility of each planet, being prohibited only the use of weapons of planetary destruction, and of course the wars between planets of the union, under penalty of expulsion from the UNPF .

I don't think expulsion from the UPF would be a good penalty for a galactic war, since all known inhabited planets are members of the UPF, which would mean that we can't have any wars

Well, the only planets there are are the planets in the union, so that's the only type of war we can have
EDIT: The UPF can have enemies, but the enemies are the enemies within (planets that don't like each other for example)

Rogue planets that is. At any rate, as far as wars, go, I think an overall emphasis on story-telling over numbers will help end gmodding. I have been part of an RP site for years, and when it initially started, everything was about fleet numbers, how ships one can build, etc. It led to a lot of bickering and whatnot.
When I came to be in charge, I placed an emphasis on making a good story, something rich and in-depth and wnet away from fleet numbers. That seemed to solve our problems. We weren't so much for our own faction as we were for our story.
I'd suggest not worrying about placing any fleet limits or anything like that but trust in an honor system and trust everyone understands what realistic would be. It worked for us and we never had a case of gmodding since then.
